Advanced digital technology makes document creation, usage and storage quicker and easier than ever before. But the very fact that digital documents can be easily copied, stored and transmitted through multiple communication channels raises obvious security questions. Federal, state and local governments -- as well as the private organizations that work with them -- regularly collect and store private, personal and sensitive information, including military or police intelligence and municipal archives of birth certificates. It is imperative that these agencies can quickly and efficiently receive and distribute this information safely to the public and authorized individuals.

Five months ago, San Francisco Mayor Gavin Newsom stood with President Obama’s Chief Information Officer Vivek Kundra and myself to announce Open311 API to the world. It was a historic moment for government technology with several large cities pledging to adopt a standard API. Our vision at the time was to empower the technological community to create a whole new generation of civic apps. Today, that has become a reality. Here are five apps for city hall.

Counties Utilizing Manatron Software are Certified by Indiana DLGF Client Sites Comply with State Legislative Requirements for Property Assessment Software Under the new Indiana Uniform Property Tax Management System administrative rule (50 IAC 23), set by the Indiana Department of Local Government Finance (DLGF), all Indiana counties were required, by the end of June, 2010, to have uniform, common and integrated property tax management systems certified by the state. Specifically the  law stipulates that “The complete software system currently in use by county officials—assessor, auditor and treasurer—must meet certain performance benchmarks related to the administration of the property tax assessment and billing process.”

It may have slowed down calculation of Vanderburgh County property tax bills last year, but the county's conversion to an integrated property tax management software system may get some recognition soon.The Indiana Department of Local Government Finance reports that a testing vendor has indicated it will recommend the county receive certification that its system meets state requirements.The conversion from a mainframe Cobalt system to Windows-based software provided by Portage, Mich.-based Manatron Inc. began in 2008, necessitating months of training for employees of the county auditor's and treasurer's offices.
